The Lucitania property is a productive land currently being used for oil palm cultivation. It covers an area of 447 hectares and 5,097 m2. The property was purchased by the ANT from the Victims Fund and was handed over to farmers in the region in late January 2023 on a provisional loan basis. These farmers agreed to receive the land along with the existing cultivation. At present, 62 families have received property titles that have been issued and registered in the Government of Change.

“I am one of the 62 beneficiary families of the Lucitania property. Today more than ever I thank God and the National Land Agency, because today I can say that the farm is in my name,” said Monica Andrea Salamanca, “I am the owner of Lot #15 of the Lucitania Estate. Today the ANT gives us the titles, the actual delivery of the property with the certificate of real estate registration. Today the dream of having our own farm comes true. The president has issued many regulations so that the dream of many of us can come true.”

Gerardo Vega Medina, the Director of the National Land Agency, emphasized that historically, land concentration in Colombia has been in the hands of landowners who exploited small farmers for personal gain. He highlighted that the State is now providing a highly productive property, which was purchased and divided equally among landless farmers, aligning with the Agrarian Reform advocated by President Gustavo Petro.

“Today, we are transferring ownership of the Lucitania farm, spanning 442 hectares in Puerto Gaitan, Meta, to 62 families. Among these families, 42 are led by women, who serve as heads of their households. The Agency acquired this land from the Victims Unit, as it had been previously confiscated and subjected to Justice and Peace proceedings. Historically, these lands were occupied by paramilitaries from Meta, but they have since been acquired by the Victims Unit. Now, the National Land Agency is granting ownership of the property to these 62 families, enabling them to build a better life. This action aligns with our commitment to advance agrarian reform,” Gerardo Vega Medina, Director of the National Land Agency.

In addition to this, two joint and undivided titles were issued for common areas and the smooth operation of the cultivation. Once approved by the beneficiaries, these titles will be registered in the ORIP of Puerto Gaitán.

The division of the property ensures that each beneficiary family gains access to 6.5 hectares of cultivated land, which is estimated to generate an income equivalent to 2.5 times the legal monthly minimum wage.

This marks the first instance of rights assignment in the Meta department, following Article 20 of Decree 902 of 2017. This decree pertains to the allocation of property to beneficiaries listed in the Registry of Ordering Subjects-RESO in the region. The majority of beneficiaries are members of the Association of Farmers, Producers, and Farmers from the Altillanura of Puerto Gaitán (Asomayoragua), with 42 of them being rural women.
