National Titling Plan in the Dominican Republic, Seeks to End Informality in Land Tenure
Santiago, Dominican Republic– More than a thousand families in the La Canela sector in this province saw their dreams come true when President Luis Abinader handed over their property titles last Saturday.
In a further display of joy and satisfaction, the president expressed that “with this delivery of titles, more than 1,300 families are positively impacted, which translates into more than 5,200 people directly.”
He urged each beneficiary to take care of their title and to use it properly, “as it is one of the main wishes, mainly of women, as was reflected in surveys carried out and the future of those lands belongs only to them,” asserted Abinader.
The president personally delivered the certificates to Luz María Martínez Bonilla, Pablo Antonio Lora Mencía, María Salcedo Liriano de Fabián, Leoncio Antonio Barrera, Victoria Tapia Vargas, José De La Cruz Marte, Felipa Capellán Tavárez, César Pérez, Berta Rafaela Rosario and Héctor Welcome Liz.
“Thanks to the National Titling Plan, informality in land tenure is being eliminated and we are taking another step towards a Dominican Republic where the value of people’s property is promoted,” said the head of state. “These people, who today own their parcels, waited 47 years to become the rightful owners,” he explained.
Abinader also thanked the efforts of the Executive Directorate of the Permanent Commission for Land Titling of the State (CPTTE) and the Dominican Agrarian Institute (IAD).
“This plan gives legal security to the hundreds of people who for so long have demanded that the State recognize their rights over the lots and houses that they have inhabited for many years. With this action the value of their properties is significantly increased,” concluded the president.
Pablo Antonio Lora Mencía thanked President Abinader for a dream realized: “This is the best gift. Now I have a title for my land, and I am the legal owner.”
On his side, the executive director of the IAD, Daniel Del Rosario, indicated that said institution has a dual purpose, not only to work for the agricultural sector, but to dignify the urban sectors by titling the lands of the IAD.
Meanwhile, the executive director of the CPTT, Mérido Torres, said that this delivery “represents a saving of more than 104 million pesos for those families who today are the true owners of the property that is handed over to them, and nothing and no one will be able to strip them of this right.”
On March 27, residents of La Canela received 460 definitive certificates, which, added to the delivery of last Saturday’s now total, 1,767.
The activity was attended by the President of the Senate, Eduardo Estrella; the directors of the National Land Registry, Héctor Pérez Mirambeaux and the Institute for Price Stabilization (INESPRE), Iván Hernández; the governor, Rosa Santos and the mayor Eddy Chávez.
Also, the deputy Francisco Díaz, the vice minister of Health, Edward Guzmán; the director of INDOCAL, Lorenzo Ramírez; the director of PROINDUSTRIA, Ulises Ramírez; the liaison between the presidency and the CPTT, Efren Cuello and the parish priest Quirino Collado.
Potable Water Projects for La Canela to Follow
The president reported that at the request of Mayor Eddy Chávez, CORAASAN will start the bidding process next week for the La Canela internal potable water distribution network placement project.
The project will positively impact more than 17 thousand inhabitants and will solve the shortage of water, the constant breakdowns and the difficulty in some areas to access this liquid.
The project investment will exceed 32 million pesos and will allow the use of the capacity of the treatment plant inaugurated at the end of last year and of the new Ciudad del Yaque tank.
The delivery of these property titles is one of the most important public policies of the Government of President Luis Abinader. “The value of the property is promoted,” explained Abinader.
The president said that, with the delivery of these property titles, another step is being taken in the Dominican Republic, where the value of people’s property is promoted, and in the process the dream of so many men and women is becoming a reality, especially for “so many working people in this country who for many years were forgotten. With ownership comes legal security.”
The recognition of ownership provides legal security for thousands of people who for a long time demanded recognition from the State over the lots and houses that many inhabit.
“Today, I can tell all of them that this government has not forgotten them, that we are aware of them and that all our activity is aimed at improving the living conditions of the Dominican people,” said Abinader.
“I have a commitment to change the country and change the lives of each of the Dominicans, with concrete and political actions aimed at this change, and here is proof of that commitment,” said the head of state.
Abinader stated that this initiative is intended to provide legal security to families, increase the value of real estate and facilitate access to formal credit.
“I personally address all these people to congratulate them and tell them that you are the true engine of this Government. This is for the humble, hard working, everyday people who are always at the heart of our policies and of our governmental actions.”
The president of the Dominican Republic stressed that, with the delivery of each title, the country advances in the elimination of the informality of land tenure, which represents another step for the Dominican Republic to be a country of owners.
